The qualities of the president in the field of Korean disaster management

ABSTRACT

This article reviews the literature on the qualities of the national president in the field of Korean disaster management by comparing current narrow disaster management and future-oriented inclusive disaster management. On the basis of qualitative description, the two disaster management approaches are examined through four variables: disaster management nomenclatures, human resources, disaster impacts, and the nationwide operational framework. An initial analytical framework is provided on how to approach the issue in Korea. The key tenet is that the president has to reform narrow management into inclusive disaster management by fully addressing both the negative and positive aspects of each variable with vision, bargaining capability, and public appeal as well as disaster typology, the four phases of disaster management lifetime, disaster response hierarchy, coordination, decision making, and others.
