ABSTRACT

This study explores the models of public university autonomy across different university governance models among countries shaped by the state control model. The findings provide answers to the following questions: (i) What are the similarities and differences in each four-pillar structure of public university autonomy among countries shaped by the state control model? (ii) What model is best for the ‘modernization’ of Vietnamese universities’ understanding of public university autonomy based on a synthetic comparison of different aspects of public university autonomy in a number of non-Anglosphere university systems?
