About the Author

Rhys Manley is a Doctoral Candidate at Macquarie University, Sydney. His current research interest is in the application of the capability approach to trade, and international trade law. He is also a Law Interpretation Director at the Australian Taxation Office, Sydney.

1 This is not to deny the reality however that some of the risks taken by healthcare workers was unnecessary, and a consequence of government neglect a lack of voice in the public discourse.

2 Many policies that would promote human development would involve some type of collective action, which often would manifest as new government policies and spending.
