² On December 4, 2012, General Secretary Xi Jinping took the chair of the Political Bureau of the CPC Central Committee meeting and reviewed and passed the “Eight Rules” of the Political Bureau of the CPC Central Committee on improving work style and close ties with the masses, including the eight aspects of improving investigation and research, reducing conference activities, streamlining briefing documents, regularizing visit activities, improving police work, improving news reports, strictly controlling the publication of draft documents, and practicing frugality (see People's Daily 2012, 1).
