Abstract
To what extent do interest groups adapt to a changing institutional environment? That is the central question of this article. Keating [Citation2014. Introduction: rescaling interests, Territory, Politics, Governance 2(3)] distinguishes three drivers that can force interest groups to rescale: a functional, an identitarian and an institutional driver. The focus of this article is on the last driver of rescaling and on the assumption that interest groups increasingly operate on a regional scale when regional governments acquire more power. This ‘isomorphism hypothesis’ is tested by analysing the adaptation of the principal labour and business groups in Belgium. We found that in Belgium, this hypothesis only accounts for a number of cases. The Belgian rescaling process is not only the result of institutional changes but also a response to economic differences between Flanders and Wallonia, as well as to the increasing salience of the language cleavage. Groups were rescaling even before the gradual federalization of the state started, but federalization has accentuated this process.

¿En qué medida se adaptan los grupos de interés a un entorno institucional cambiante? Este es el tema principal del presente artículo. Keating (Citation2014) distingue entre tres factores que pueden forzar la redistribución de los grupos de interés: un factor funcional, uno identitario y uno institucional. En este artículo prestamos atención al último factor de redistribución y la suposición de que los grupos de interés funcionan cada vez más en un ámbito regional en cuanto los Gobiernos regionales adquieren más poder. Comprobamos esta “hipótesis isomorfista” al analizar la adaptación de los principales grupos comerciales y laborales de Bélgica. Observamos que en Bélgica esta hipótesis solamente es válida para una serie de casos. El proceso de redistribución belga no es solamente el resultado de cambios institucionales sino también una respuesta a las diferencias económicas entre Flandes y Valonia, así como la creciente división lingüística. Aunque la redistribución de los grupos ocurrió incluso antes de que empezara la federalización gradual del Estado, la federalización ha acentuado este proceso.

Résumé
Jusqu’à quel point les groupes d’intérêt peuvent-ils s’adapter à un milieu institutionnel en voie de changement? Voilà la question fondamentale qui se pose. Keating (Citation2014) identifie trois forces motrices qui poussent les groupes d’intérêt à la mise en échelle: des forces fonctionnelle, identitaire et institutionnelle. Le point de mire du présent article c’est cette dernière force motrice, à savoir la remise en échelle, et c’est aussi la supposition que les groupes d’intérêt fonctionnent de plus en plus au niveau régional au moment où les administrations régionales s’assurent plus de pouvoirs. On teste cet ‘hypothèse d’isomorphisme’ en analysant l’adaptation des principaux groupements de travailleurs et d’entreprises en Belge. Il s’est avéré que cet hypothèse n’explique qu’un certain nombre de cas en Belge. Le processus de remise en échelle en Belge résulte non seulement des changements institutionnels mais aussi d’une réponse aux différences économiques entre la Flandre et la Wallonie, aussi bien qu’à l’accroissement de l’importance du clivage linguistique. Des groupes se remettaient en échelle bien avant le commencement de la fédéralisation progressive de l’état. Toujours est-il que la fédéralisation a renforcé ce processus.
