‘Strategic coupling’ and regional development in a transition economy: what can we learn from Vietnam?

ABSTRACT

In starting the reform of its socialist-oriented market economy in 1986, the Vietnamese government recognized the crucial role of the private sector in accelerating economic development. However, private domestic firm-driven regional economic development is so far limited due to the absence of a suitably skilled labour force. The coupling of private domestic firms with foreign firms has had a limited impact on productivity, and while multinational German and Japanese enterprises have established cooperative technical vocational and educational training organizations, the spillovers from these initiatives to private domestic firms are limited especially in the Red River Delta area.

转型经济中的“战略耦合”、技能和地区发展：我们可以从越南学到什么？ Area Development and Policy. 越南政府在1986年开始改革社会主义市场经济时，就认识到私有经济成分在加速经济发展中的重要作用。然而，越南国内能够带动地区经济发展的私营企业迄今为止仍然寥寥无几，这主要是因为市场缺乏技能相对熟练的劳动力。一方面，私营企业与外资企业的结合对生产力的影响有限；另一方面，虽然德国与日本跨国公司已经同越南合作建立了一系列技术职业和教育培训机构，但这些举措对越南国内私营企业的溢出效应十分有限，特别是在红色三角洲地区。

RESUMEN

“Conexiones estratégicas”, habilidades y desarrollo regional en una economía de transición: ¿Qué podemos aprender de Vietnam? Area Development and Policy. Al inicio de la reforma de su economía de mercado con orientación socialista en 1986, el Gobierno de Vietnam reconoció el papel decisivo del sector privado para acelerar el desarrollo económico. Sin embargo, el desarrollo económico regional impulsado por las empresas privadas nacionales es hasta ahora limitado debido a la falta de una adecuada mano de obra cualificada. La conexión entre empresas privadas nacionales y empresas extranjeras ha tenido un impacto limitado en la productividad, y aunque las empresas alemanas y japonesas multinacionales han establecido organizaciones técnicas cooperativas de formación educativa y profesional, los efectos indirectos de estas iniciativas en las empresas privadas nacionales son limitadas, sobre todo en la región del Delta del Río Rojo.

“Стратегическое сопряжение” навыки и региональное развитие в переходной экономике: чему мы можем научиться у Вьетнама? Area Development and Policy. Начав в 1986 году реформу своей социалистической рыночной экономики, вьетнамское правительство признало решающую роль частного сектора в ускорении экономического развития. Однако развитие региональной экономики, стимулируемое частными отечественными фирмами, пока ограничено из-за отсутствия квалифицированной рабочей силы. Взаимодействие частных отечественных фирм с иностранными фирмами оказало ограниченное воздействие на производительность, и, хотя многонациональные немецкие и японские предприятия создали совместные профессионально-технические и учебные организации, последствия этих инициатив для частных отечественных фирм ограничены, особенно в районе дельты Красной реки.
