Abstract
A statement of the principles that guide the Committee in recommendation of Threshold Limit Values is presented. The definition and concept of threshold limit values are contrasted to those of the maximal acceptable concentrations. The notation of absorption through the skin and the documentation of justifications of limits are discussed.
