Practicing Geographical Uniqueness: The Geopolitics of Prenegotiation and Icelandic Accession to the European Union

Abstract

In the context of European Union (EU) enlargement, and the recent application by Iceland for EU membership, we explore the practice of geographical uniqueness by diplomatic and political elites and its multiple contradictions as these pertain to critical geopolitics. Drawing on extensive interviews with high-level Icelandic and EU diplomatic elites conducted in Reykjavik and Brussels, we demonstrate the vital importance—and the underresearched status of—prenegotiation in international diplomacy, arguing that it is an integral stage in the multilevel diplomatic engagements and political encounters that shape geostrategic relations between states. The nuanced practices and their discursive attributes deployed by state political and diplomatic elites in this prenegotiation are highlighted through a specific focus on elite use of geographical uniqueness as an explicit prenegotiation tactic. In turn, particular emphasis is placed on Icelandic domestic contestation of this geographical representation. Through this focus on the rhetorical and practical implications of geographical uniqueness, the article exposes the importance of prenegotiation to calls in contemporary critical geopolitics for research that examines the conditions under which geopolitical knowledge is produced and circulated, and the multiple political consequences that arise from its use.

En el contexto de la ampliación de la Unión Europea (UE) y de la reciente solicitud de Islandia de ingreso a la UE, exploramos la práctica de la singularidad geográfica por élites diplomáticas y políticas y sus múltiples contradicciones en lo que esto concierne a la geopolítica crítica. Con base en extensas entrevistas con élites diplomáticas de alto nivel de Islandia y la UE llevadas a cabo en Reykjavik y Bruselas, demostramos la importancia vital de la prenegociación en la diplomacia internacional—y su estatus de tema subinvestigado—arguyendo que esa es una etapa integral en los compromisos diplomáticos de nivel múltiple y en los encuentros políticos que configuran las relaciones geoestratégicas entre los estados. Las prácticas variadas y los atributos discursivos que despliegan las élites políticas y diplomáticas estatales en esta prenegociación son destacadas por medio de un enfoque específico del uso elitista de la singularidad geográfica como una táctica explícita de prenegociación. A la vez, se le imprime un énfasis particular al rechazo doméstico islandés de esta representación geográfica. A través de este foco sobre las implicaciones retóricas y prácticas de la singularidad geográfica, el artículo hace evidente la importancia de la prenegociación al demandar de la geopolítica crítica contemporánea una investigación que examine las condiciones bajo las cuales se produce y difunde el conocimiento geopolítico, y las múltiples consecuencias geopolíticas que surgen de su uso.
