Water Supply and Management

Neoliberal Versus Postneoliberal Water: Geographies of Privatization and Resistance

Pages 253-260 | Received 01 Oct 2011, Accepted 01 Nov 2012, Published online: 27 Feb 2013

Abstract

This article documents the increasingly variegated pattern of urban water supply privatization since the 1990s. The analysis cautions against sweeping generalizations of postneoliberalism often associated with putative alternatives to private water supply. The continued growth of private-sector activity, combined with the strategic retreat of private companies from certain countries and regions, should be interpreted as a partial intensification of—rather than straightforward retreat from—neoliberalization. The article concludes with reflections on the relevance of the findings for broader debates over neoliberalization and postneoliberalism.

Notes

1. The data, from the World Bank's Private Participation in Infrastructure database, represent forecast investment and include all funding to any project with private-sector participation: see /ppi.worldbank.org/ resources/ppi_methodology.aspx.

2. This was allied with promotion of water markets for “raw” water for farmers and irrigators, most notably in Chile (Bauer Citation1998; Budds Citation2004).

3. For example, Build-Operate-Transfer contracts, rather than management or concession contracts.
