Contract Engagement in the Small-Scale Tuna-Fishing Economies of East Java

Abstract

We examine the informal contractual relationships formed by artisanal fishers (AFs) and intermediaries in the small-scale tuna-fishing economies of East Java, Indonesia, using data from a survey of 436 boat captains. Our exploration of the factors motivating AFs to engage in such contracts uses instrumental-variable probit regressions to control for endogeneity in our transaction-cost economics model. This model incorporates the importance of household characteristics, transaction characteristics, transaction costs, risk behaviour, and trust in the choice of contract between AFs and their intermediaries. These intermediaries play an important role in facilitating transactions and contractual relationships between AFs and processors in the marketing value chain. We find that social capital is a statistically significant instrumental variable in our model. We also find that risk behaviour and trust are not statistically significant in influencing the choice of governance structure.

Penulis menelaah hubungan kontraktual informal yang dijalin oleh para nelayan terampil (artisanal fishers, AF) dan para pedangan perantara pada perekonomian perikanan tuna skala kecil di Jawa Timur, menggunakan data survei dari 436 orang kapten kapal. Eksplorasi kami terhadap faktor-faktor yang memotivasi para nelayan terampil untuk terlibat dalam kontrak-kontrak tersebut menggunakan variabel instrumental regresi probit untuk mengendalikan endogenitas pada model ekonomi biaya transaksi. Model ini menggabungkan karakteristik rumah tangga, biaya transaksi, karakteristik transaksi, perilaku risiko, dan kepercayaan sebagai variabel-variabel yang memepengaruhi keputusan untuk melakukan perjanjian kontrak antara nelayan terampil dan perantaranya. Para perantara memainkan peran penting dalam memfasilitasi transaksi dan hubungan kontraktual antara nelayan terampil dengan pengelola dalam rantai nilai. Temuan kami menunjukkan bahwa modal sosial merupakan variabel instrumental yang signifikan dalam model, sedangkan perilaku risiko dan kepercayaan bukanlah variabel yang signifikan secara statistik dalam mempengaruhi pilihan struktur tata kelola.
