User based approach to design and programming

Many of the environmental design problems are conceptualized by administrators and professionals based upon their interpretation and experiences of what users and/or client group desires. This understanding of the user is extremely critical to the success of most planning projects that are environmentally based. This paper proposes a model for incorporating a user's perspective in the planning process. The proposed model not only gives information about the attitudes but also about a user's perspective of the resources and how they should be used programmatically to provide a better quality of the experience.
