Sponsoring Public Goods: The Case of CAI on the PC

Abstract

There is a shortage of quality educational software because these materials are public goods: The marginal costs of making the materials available is negligible and nonpurchasers cannot be easily excluded from consuming the product. These problems and strategies for overcoming them are discussed.
