Exports and Growth: Learning from the Case of Southern U.S. Metropolitan Areas

Abstract

The relationship between exports and economic growth is a paradigmatic element of modern economic growth policy, despite the absence of strong evidence of a connection. Until recently, data on export production prevented an extensive empirical analysis of metropolitan-scale trade. This article examines the export growth dynamics across large metropolitan statistical areas (MSAs) within the southern United States, a region that has been impacted by economic globalization. These analyses found that some Southern metropolitan areas differ from regional and national averages in selected measures of export performance. Additionally, the export performance of Southern cities was not correlated with all indicators of economic development. This article concludes that export dynamics should be viewed increasingly from an urban frame, with particular emphasis on the production of globally consumed knowledge products and advanced manufacturing. Moreover, export policy should be directed toward the individual strengths of urban regions.

La relación entre exportaciones y crecimiento económico es un elemento paradigmático de la política moderna sobre crecimiento económico, pese a la ausencia de una fuerte evidencia sobre una conexión. Hasta hace poco tiempo, los datos sobre exportaciones de la producción obstaculizaban un análisis empírico amplio del comercio a escala metropolitana. Este artículo examina la dinámica del crecimiento de las exportaciones a lo largo de las más grandes áreas estadísticas metropolitanas (MSA) dentro de la región sur de los Estados Unidos, espacio que ha sido impactado por la globalización económica. A través de estos análisis se halló que algunas de las áreas metropolitanas meridionales difieren de los promedios regionales y nacionales en las mediciones selectas del desempeño exportador. Adicionalmente, se pudo establecer que el desempeño exportador de las ciudades del sur no correlacionaba con todos los indicadores del desarrollo económico. Este artículo concluye que la dinámica exportadora debe ser vista cada vez más desde un marco urbano, con énfasis particular en la fabricación de productos del conocimiento de consumo global y manufacturas de punta. Aún más, la política exportadora debe ser orientada hacia las fortalezas individuales de las regiones urbanas.

1 This study does not include Washington, DC, as an MSA within the South but acknowledges that this is a source of debate when defining the region, especially since parts of Virginia and West Virginia can fall within this MSA. This was done to adhere to previous definitions of the South (e.g., Johnson Citation1997; Eckes Citation2005) and because Washington operates in a very different policy environment than other Southern metropolitan areas.
