Export Expansion and Regional Diversification: Learning from the Changing Geography of China’s Exports

Abstract

How will export expansion alter the internal geography of industrial development? Does it develop core regions at the expense of periphery regions? From an evolutionary point of view, this study investigates the effects of export expansion on the local capabilities for developing new industries (i.e., regional diversification). Using statistical data from China Customs and China’s Annual Survey of Industrial Firms, covering 334 prefectures during 2003 to 2013, this study examines the role of export openness and new exports in promoting regional diversification. Empirical results demonstrate that export openness can promote economies of scale and improve the already existing capabilities. New exports can introduce extraregional inputs and promote economies of scope. It will encourage the development of new industries regardless of the preexisting local capabilities. This mechanism works for both the core and the periphery. As such, export expansion is likely to open an opportunity window for lagging regions. Our findings also offer insights into development policies for lagging regions in response to export growth. 出口扩张将如何改变产业发展的内部地理?它是以牺牲边陲区域为代价促成核心区域发展吗?本研究从演化的观点,探讨出口扩张对于地方发展新兴产业的能力之影响(例如区域多样化)。本研究运用中国海关以及2003年至2013年包含三百三十四个地区的中国工业企业年度调查,检视出口开放度与新兴出口在促进区域多样化中的角色。经验结果显示,出口开放度能够促进规模经济,并改善既有的能力。新兴出口能够引进地区外的投入,并促进范围经济。它将鼓励新兴产业的发展,无论是否有既有的地方能力。此一机制对核心与边陲而言同时有效。出口扩张因此很可能对发展迟缓的区域开启机会之窗。我们的研究发现,同时对发展迟缓地区回应出口成长的发展策略提出洞见。关键词: 出口扩张,全球—地方连结,路径依赖,区域多样化,贸易地理学。

¿Cómo afectará la expansión de las exportaciones a la geografía interna del desarrollo industrial? ¿Promueve éste el desarrollo de regiones nodales a expensas de las regiones periféricas? Desde un punto de vista evolucionista, este estudio investiga los efectos de la expansión de las exportaciones sobre las capacidades locales para desarrollar nuevas industrias (i.e., diversificación regional). Usando datos estadísticos de las Aduanas de China y del Estudio Anual de Firmas Industriales de China, que cubre 334 prefecturas desde el 2003 hasta el 2013, este estudio examina el papel de apertura comercial del sector exportador y la aparición de nuevas exportaciones en la promoción de la diversificación regional. Los resultados empíricos demuestran que la apertura de las exportaciones puede promover economías de escala y mejorar las capacidades ya existentes. Las nuevas exportaciones pueden introducir inputs extrarregionales y promover las economías de alcance. Así se estimulará el desarrollo de nuevas industrias sin siquiera considerar las capacidades locales preexistentes. Este mecanismo opera tanto para el centro como para la periferia. De por sí, es probable que la expansión de las exportaciones abra una ventana de oportunidad a las regiones rezagadas. Nuestros descubrimientos también contribuyen nuevas perspectivas a las políticas de desarrollo para las regiones atrasadas en respuesta al crecimiento del sector exportador.
