Abstract

The process of educational innovation does not take place in a vacuum, but is circumscribed by constraints and acted upon by a variety of pressures. In particular three kinds of pressure, the three dimensions in the title of this paper, may be identified as influencing the development of computer‐based learning. These pressures — political, technological and educational — are interrelated and hence impact upon computer‐based learning projects in complex ways. It is the authors’ belief that if computer technology is to make a successful and useful contribution to education and training, then projects must recognise these pressures and respond to them.
