England's Rural Futures: A Socio-Geographical Approach to Scenarios Analysis

Abstract

Lowe P. and Ward N. England's rural futures: a socio-geographical approach to scenarios analysis, Regional Studies. The paper reports on an exercise to generate alternative future scenarios for rural England through a statistical approach set in a firm conceptual framework. It identifies predominant contemporary trends affecting England's rural areas, geographically differentiates them, and projects them forward using formal modelling. The resultant set of twenty-year future scenarios for the English countryside, intended to help stimulate public debate on rural futures, is presented and discussed. The analysis suggests that in-migrant commuters and retirees are likely to be the major forces impacting on rural social geography in the future.

Cet article fait un compte-rendu sur un exercice qui cherche à créer d'autres scénarios pour le milieu rural en Angleterre par moyen d'une approche statistique qui se rapporte à un cadre conceptuel solide. On identifie les tendances contemporaines prédominantes qui touchent les milieux ruraux en Angleterre, les différencie du point de vue géographique et les extrapole à partir d'une modélisation formelle. On présente et discute, sur une période de vingt années, l'ensemble des scénarios futurs des milieux ruraux en Angleterre qui en résulte, destiné à stimuler le débat public sur l'avenir des milieux ruraux. L'analyse laisse supposer que ce sont les migrants journaliers et les retraités qui risquent d'être les forces majeures qui influent sur la géographie ruralo-sociale future.

In diesem Beitrag berichten wir vom Versuch, über einen statistischen Ansatz in einem festen konzeptuellen Rahmen alternative Zukunftsszenarien für die ländlichen Gebiete Englands zu entwickeln. Wir identifizieren vorherrschende zeitgenössische Trends, die die ländlichen Gebiete Englands betreffen, differenzieren sie nach geografischen Kriterien und projizieren sie mit Hilfe formeller Modelle in die Zukunft. Es folgen eine Vorstellung und Erörterung der daraus resultierenden Reihe 20-jähriger Zukunftsszenarien für die ländlichen Gebiete Englands, die zur öffentlichen Debatte über die Zukunft ländlicher Gebiete beitragen sollen. Die Analyse legt nahe, dass immigrierende Berufspendler und Personen im Ruhestand in der Regel die wichtigsten Kräfte sind, die sich künftig auf die Gesellschaftsgeografie in ländlichen Gebieten auswirken werden.

En este artículo informamos sobre un ejercicio para generar casos alternativos para el futuro de las regiones rurales en Inglaterra mediante un enfoque estadístico en una estructura conceptual firme. Identificamos las tendencias contemporáneas predominantes que afectan a las zonas rurales de Inglaterra, las diferenciamos geográficamente y las proyectamos hacia el futuro mediante modelos formales. Presentamos y analizamos los futuros casos resultantes para los siguientes 20 años en la campiña inglesa con el objetivo de estimular el debate público sobre el futuro de las zonas rurales. El análisis indica que es probable que las personas que se desplazan al trabajo y los jubilados inmigrantes sean las principales fuerzas que en el futuro influyan en la geografía social de zonas rurales.

Notes

It should be recognized that adopting a different population density cut-off point would have yielded a different selection of districts. The statistical methodology for the development of the typology and the subsequent modelling is detailed in Foa and Howard Citation(2006).

The eleven change-drivers were selected through qualitative expert discussion among the project team, informed but not determined by the statistical analysis. It should be recognized that a different project team might have chosen to select different key change-drivers.
