Regional Planning in the Land Reform Literature: A Gap to be Bridged

Abstract

This paper reviews recent research efforts in the area of land reform in the developing world, and evaluates comparatively different planning approaches per country. The historical antecedents, socio-economic circumstances, legal framework, and different degrees of governmental intervention influencing access to land in the countryside are covered. A snapshot of the empirical findings in a group of developing countries highlights the need to adopt systematically regional planning strategies that are able to maximize the positive socio-economic impacts of the schemes. It is also concluded that a combination of market and non-market approaches to land reform could be beneficial for developmental purposes.

Cet article fait la critique de la recherche récente dans le domaine de la réforme agraire aux pays en voie de développement, et évalue leurs façons d'aborder la planification, qui sont relativement différentes suivant le pays. On considère les antécedents historiques, les circonstances socio-économiques, le cadre juridique, et le degré d'intervention du gouvernement qui influent sur l'accès aux terres à la campagne. Un aperçu des résultats empiriques provenant d'un groupe de pays en voie de développement souligne le besoin d'adopter systématiquement des stratégies de planification régionale qui pourraient utiliser à leur maximum les retombées socio-économiques positives des projets. On conclut aussi qu'une conjonction des façons marchandes et non-marchandes d'aborder la question de la réforme agraire s'avérerait favorable au développement.

In diesem Beitrag untersuchen wir die aktuelle Forschungsarbeit im Bereich der Landreform in Entwicklungsländern und nehmen eine vergleichende Bewertung der Planungsansätze in den verschiedenen Ländern vor. Untersucht werden die Vorgeschichte, die sozioökonomischen Umstände, der gesetzliche Rahmen sowie verschiedene Stufen staatlicher Intervention, die sich auf die Verfügbarkeit von Land in ländlichen Gebieten auswirken. Mit Hilfe einer Momentaufnahme der empirischen Ergebnisse in einer Gruppe von Entwicklungsländern verdeutlichen wir die Notwendigkeit einer systematischen Anpassung von regionalen Planungsstrategien, mit denen sich die positiven sozioökonomischen Auswirkungen der Maßnahmen maximieren lassen. Ebenso ziehen wir den Schluss, dass sich eine Kombination aus marktorientierten und anderen Ansätzen bei der Landreform für Entwicklungszwecke als nützlich erweisen könnte.

En este artículo analizamos los recientes esfuerzos de investigación en el campo de la reforma agraria en el mundo en desarrollo y evaluamos diferentes enfoques de planificación comparándolos por país. Estudiamos los antecedentes históricos, circunstancias socioeconómicas, estructura legal y diferentes grados de intervención gubernamental que influyen en el acceso a la tierra en zonas rurales. Una instantánea de los resultados empíricos en un grupo de países en desarrollo pone de relieve que es necesario adoptar sistemáticamente estrategias de planificación regional que sean capaces de maximizar los impactos socioeconómicos positivos de los esquemas. Concluimos también que una combinación de enfoques mercantiles y no mercantiles hacia la reforma agraria podría ser beneficioso desde el punto de vista del desarrollo.

There is a fundamental difference in the literature between land tenure reforms (changes in land tenure rules without necessarily redistributing land) and land reforms (policy initiatives aiming at redistributing land). This review focuses on the latter.
