Ball M. and Nanda A. Does infrastructure investment stimulate building supply? The case of the English regions, Regional Studies. Policies to improve infrastructure to stimulate regional growth remain common. This paper investigates whether increases in infrastructure investment in the English regions lead to subsequent rises in new commercial and residential property, using time-series modelling. Both physical (roads and harbours) and social infrastructure (education and health) impacts are investigated. Hardly any infrastructure effects with respect to commercial property investment were found, which raises doubts about whether extra infrastructure creates employment, though some impact was related to residential building. Overall, these results raise doubts about the supposed direct effects of infrastructure policies on regional jobs and growth.

Ball M. et Nanda A. Les investissements en infrastructure, est-ce qu'ils stimulent l'offre en immeubles? L'étude de cas des régions d'Angleterre, Regional Studies. Les politiques en faveur du développement de l'infrastructure pour stimuler la croissance régionale restent très courantes. Employant une modélisation en série temporelle, ce présent article examine si, oui ou non, des augmentations des investissements en infrastructure dans les régions d'Angleterre entraînent des accroissements ultérieurs de l'immobilier commercial et résidentiel. On examine à la fois l'impact de l'infrastructure physique (la voirie et les installations portuaires) et de l'infrastructure sociale (l'équipement scolaire et sanitaire). En ce qui concerne l'investissement en immeubles commerciales il y a très peu d'effets infrastructure, ce qui fait douter si, oui ou non, une hausse des investissements en infrastructure entraîne la création d'emploi, quoique un impact se rapporte en quelque sorte à l'immobilier résidentiel. Toutes choses égales par ailleurs, ces résultats soulèvent des doutes quant aux effets directs supposés des politiques en faveur de l'infrastructure sur les emplois et la croissance régionaux.
Ball M. und Nanda A. Fördern Investitionen in die Infrastruktur das Angebot an Immobilien? Der Fall der englischen Regionen, Regional Studies. Politiken zur Verbesserung der Infrastruktur mit dem Ziel einer Förderung des regionalen Wachstums sind nach wie vor verbreitet. In diesem Beitrag wird mit Hilfe von Zeitreihenmodellen untersucht, ob eine Erhöhung der Investitionen in die Infrastruktur in den englischen Regionen zu einer Zunahme der Anzahl von neuen gewerblichen und Wohnimmobilien führt. Untersucht werden sowohl die Auswirkungen der Investitionen in die physische (Straßen und Häfen) als auch der Investitionen in die soziale Infrastruktur (Bildung und Gesundheit). Hinsichtlich der gewerblichen Immobilien wurden kaum Auswirkungen der Investitionen in die Infrastruktur festgestellt, was daran zweifeln lässt, ob durch zusätzliche Infrastruktur Arbeitsplätze geschaffen werden. Im Bereich der Wohnimmobilien wurden allerdings einige Auswirkungen verzeichnet. Insgesamt wecken diese Ergebnisse Zweifel an den vermeintlichen unmittelbaren Auswirkungen infrastruktureller Maßnahmen auf das regionale Beschäftigungsniveau und Wachstum.
Ball M. y Nanda A. ¿Estimula la inversión en infraestructura a la oferta inmobiliaria? El caso de las regiones inglesas, Regional Studies. Siguen siendo frecuentes las políticas para mejorar la infraestructura con el fin de estimular el crecimiento regional. Con ayuda de un modelo de series temporales, en este artículo investigamos si un aumento de la inversión en infraestructura en las regiones inglesas lleva a un incremento posterior de nueva propiedad comercial y residencial. Analizamos las repercusiones tanto de las inversiones en la infraestructura física (carreteras y puertos) como de las inversiones en la infraestructura social (educación y salud). No hallamos casi ningún efecto de las inversiones en la infraestructura con respecto a la propiedad comercial, lo que cuestiona si la infraestructura adicional crea empleo. No obstante, observamos algún impacto con respecto a la propiedad residencial. En general, estos resultados plantean dudas sobre los supuestos efectos directos de las políticas en materia de infraestructura sobre el empleo y el crecimiento regionales.
