Abstract
Eriksson R. H., Hansen H. K. and Lindgren U. The importance of business climate and people climate on regional performance, Regional Studies. Creativity and talent are considered key factors in regional development due to the connection between growth, city-regions and human capital. To come to a deeper understanding of the relevance of recent amenity-driven theories and how they are related to employment and gross regional product per capita (GRP) at the regional level, this paper analyses the influence of business climate (business-friendly assets) and people climate (amenities). Based on panel-data regressions, it is shown that both business and people climate are related to regional performance. The exact nature of these relationships is, however, dependent on how both regional performance and business or people climate is defined.

On considère la créativité et le talent comme facteurs clés de l'aménagement du territoire à cause du rapport entre la croissance, les cités-régions et le capital humain. Pour mieux apprécier l'importance des théories récentes fondées sur les équipements et comment elles se rapportent à l'emploi et au produit regional brut (Prb) par tête sur le pan régional, cet article cherche à analyser l'influence du climat d'affaires (à savoir, les actifs favorables aux entreprises) et du ‘people climate’ (à savoir, les équipements). À partir des régressions des données provenant des échantillons permanents, on montre que le climat d'affaires et les équipements se rapportent à la performance régionale. Cependant, le caractère exact de ces rapports dépend de la définition de la performance régionale et du climat d'affaires ou des équipements.

Kreativität und Talent gelten aufgrund der Verbindung zwischen Wachstum, Stadtregionen und Humankapital als zentrale Faktoren der Regionalentwicklung. Um die Relevanz der aktuellen, an Attraktionen orientierten Theorien besser zu ergründen und um herauszufinden, in welchem Zusammenhang diese Theorien mit dem Beschäftigungsniveau und dem Pro-Kopf-Bruttoinlandsprodukt auf regionaler Ebene stehen, wird in diesem Beitrag der Einfluss des Geschäftsklimas (geschäftsfreundliche Faktoren) und des menschlichen Klimas (Attraktionen) untersucht. Ausgehend von Paneldaten-Regressionen wird gezeigt, dass sowohl das geschäftliche als auch das menschliche Klima in einem Zusammenhang mit der regionalen Leistung stehen. Die genaue Beschaffenheit dieser Beziehungen hängt jedoch davon ab, wie man die regionale Leistung und das geschäftliche bzw. menschliche Klima definiert.

Para profundizar en la relevancia de las recientes teorías de las amenidades y su relación con el empleo y el producto interno bruto (PIB) per cápita regional, en este artículo analizamos la influencia del clima comercial (factores positivos para empresas) y humano (amenidades). Basándonos en las regresiones de datos de panel, demostramos que tanto el clima comercial como el humano están relacionados con el desempeño regional. Sin embargo, la naturaleza exacta de estas relaciones depende de la definición del desempeño regional y del clima comercial o humano.

2. Based on the dataset, calculations of θ provide values between 0.85 and 0.90, indicating that the random-effects estimator is nearly identical to the fixed-effects estimator. Hausman tests confirm this result.
3. It should be kept in mind that there is also a certain number of involuntary moves. Some may feel compelled to leave their current place of residence for different reasons, which means that the destination is not necessarily chosen due to its attractiveness.
