Debarbieux B., Price M. F. and Balsiger J. The institutionalization of mountain regions in Europe, Regional Studies. Since the 1990s, many ‘project regions’ have emerged in Europe, a trend deriving from the tendency to adopt ad hoc institutions for specific spatial and environmental issues and the empowerment of diverse stakeholders who compete with the dominant role of states. This article addresses the building of institutionalized mountain regions in Europe, analysing how the specificity of mountain areas was considered in policies by states and the European Union, and later for transnational mountain ranges. Environmental and trans-boundary issues have been major driving forces for new institutional arrangements combining a territorial and environmental focus and complex networks of stakeholders.

Depuis les années 1990, de nombreuses ‘régions de projet’, chacune conçue en fonction de problèmes ou d'enjeux spécifiques, ont été institutionnalisées en Europe. Cette tendance découle de la propension croissante des acteurs à mettre sur pied des institutions ad hoc pour traiter d'enjeux spatiaux et environnementaux en donnant une marge d'initiative accrue à des parties prenantes qui parfois concurrencent les institutions étatiques dans ces domaines. Cet article porte sur la mise en place d'institutions de gouvernance transnationale pour des régions de montagne en Europe; il analyse comment le spécificité des régions de montagne a été conçue et prise en compte dans les politiques publiques, d'abord à l'échelle de quelques Etats et de l'Union Européenne, puis à l'échelle de chaînes de montagnes transnationales. Dans ce contexte, les enjeux environnementaux et transfrontaliers ont été des moteurs décisifs dans la mise en place d'arrangements institutionnels combinant un cadrage territorial et environnemental et des réseaux complexes d'acteurs hétérogènes.

Seit den 1990er Jahren entstanden in Europa zahlreiche ‘Projektregionen’, ein Trend, der von der Tendenz ausging, Ad-hoc-Institutionen für die Behandlung spezifischer räumlich-ökologischer Probleme einzurichten sowie diverse mit der vorherrschenden Macht des Staates konkurrierende Interessengruppen zu befähigen. Dieser Artikel befasst sich mit dem Erstellungsprozess von institutionalisierten Bergregionen in Europa. Er analysiert die Berücksichtigung der Eigenheit von Bergregionen, zunächst in staatlicher und europäischer Politik und später in grenzübergreifenden Kontexten. Er zeigt auch auf, dass ökologische und grenzübergreifende Probleme eine wichtige Triebkraft für die Entstehung von neuen institutionellen Modalitäten sind, die einen territorialen und ökologischen Fokus mit komplexen Akteurnetzwerken verbinden.

Desde los noventa, en Europa han surgido muchas ‘regiones de proyectos’, un fenómeno que surge a partir de la tendencia de crear instituciones especiales para cuestiones específicas sobre espacio y medio ambiente y la capacidad de los diferentes grupos de interés que compiten con el papel dominante de los Estados. En este artículo abordamos la construcción de regiones montañosas institucionalizadas en Europa, analizando cómo los Estados y la Unión Europea consideraron la especificidad de las áreas montañosas a la hora de definir políticas, y más adelante para las áreas montañosas transnacionales. En este contexto, las cuestiones medioambientales y transnacionales han sido uno de los principales motores para los nuevos acuerdos institucionales, combinando un enfoque territorial y medioambiental con las complejas redes de grupos de interés.
