The Impact of Structural and Cohesion Funds on Eurozone Convergence, 1990–2010

Abstract

Ever since the launch of the European integration process, and in particular in the context of Economic and Monetary Union, the European Union has endeavoured to facilitate economic convergence across Europe by providing funds to its poorer regions and countries. The main objective of this paper is to analyse whether the Structural and Cohesion Funds have contributed towards convergence between the Eurozone countries during the past two decades, 1990–2010. The results of the spatio-temporal econometric model specified in this paper illustrate that these funds have positively contributed to the gross domestic product per inhabitant (GDPPC) growth of receiving regions, thus allowing them to reach (conditional) convergence.

Depuis les débuts du processus d'intégration européenne, et en particulier dans le contexte de l'Union économique et monétaire, l'Union européenne s'efforce de faciliter la convergence économique à travers l'Europe en versant des fonds aux régions et aux pays défavorisés. Cet article cherche principalement à analyser si, oui ou non, le Fonds de cohésion et le Fonds structurel ont contribué à la convergence entre les pays de la zone euro pendant les deux dernières décennies, à savoir entre 1990 et 2010. Les résultats du modèle économétrique spatio-temporel précisé dans cet article montrent bien que ces fonds ont positivement contribué à la croissance du produit intérieur brut par tête (Pib par tête) des régions d'accueil, ce qui leur permet d'atteindre une convergence (conditionnelle).

Seit Beginn des europäischen Integrationsprozesses und insbesondere im Kontext der Wirtschafts- und Währungsunion hat sich die Europäische Union darum bemüht, die wirtschaftliche Konvergenz in Europa durch Subventionen für ihre ärmeren Regionen und Länder zu fördern. Das Hauptziel dieses Beitrags liegt in einer Untersuchung der Frage, ob die Struktur- und Kohäsionsfonds in den letzten beiden Jahrzehnten (1990-2010) zur Konvergenz der Länder in der Eurozone beigetragen haben. Die Ergebnisse des ökonometrischen Raum-Zeit-Modells dieses Beitrags verdeutlichen, dass diese Fonds in den Empfängerregionen einen positiven Beitrag zum Wachstum des Bruttoinlandsprodukts pro Einwohner geleistet und ihnen auf diese Weise das Erreichen einer (konditionalen) Konvergenz ermöglicht haben.

Desde el lanzamiento del proceso de integración Europeo, y en concreto, en el contexto de la Unión Económica y Monetaria, la Unión Europea ha tratado de facilitar la convergencia económica en Europa a través de la provisión de fondos para las regiones y los países más pobres. El objetivo principal de este artículo es analizar si los Fondos Estructurales y de Cohesión han contribuido a la convergencia de los países de la euro zona durante las dos últimas décadas, 1990–2010. Los resultados del modelo econométrico espacio-temporal especificado en este artículo, ilustran que estos fondos han contribuido positivamente al crecimiento del PIB per cápita de las regiones que los recibieron, llevándolos como consecuencia hacia la convergencia (condicional).
