ABSTRACT
A science-based sector in the making: the formation of the biotechnology sector in two regions. Regional Studies. This paper analyses two case studies, Skåne-Blekinge in Sweden and the Southern–Eastern region in Ireland, to examine different current development paths for the biotechnology sector. The aim is to codify the process, identifying actions and priorities towards these paths. National innovation systems theory provides the theoretical framework that guided a series of interviews in the two regions. The findings demonstrate that the sustainable development of a science-based sector does not depend on the original priorities or directions, but rather on the level of consistency of those policies and their continuous evolution towards a complete systemic value generation system.

发展中的以科学为基础之部门：两个区域中的生物科技部门形成，区域研究。本文分析两个案例研究：瑞典的斯科纳—布莱金厄省与爱尔兰的东南部区域，以检视当前生物科技部门不同的发展路径。本文的目标在于编纂该过程，指认迈向这些道路的行动与优先顺序。国家创新系统理论，提供了指引两个区域中的一系列访谈之理论架构。研究结果証实，以科学为基础的部门之可持续发展，并非取决于原本的优先顺序或发展方向，反而是取决于这些政策的一致程度和其朝向完整的系统性价值生成系统之持续性演化。
RÉSUMÉ
Un secteur scientifique en plein développement: l’établissement de la biotechnologie dans deux régions. Regional Studies. Cet article analyse deux études de cas, à savoir Skåne-Blekinge en Suède et la région Sud-Est de l’Irlande, pour examiner des sentiers de croissance actuels différents pour ce qui est de la biotechnologie. On cherche ici à codifier le processus, en identifiant des actions et des priorités en faveur de ces sentiers. La théorie des systèmes nationaux d'innovation fournit le cadre théorique qui a déterminé une série d’interviews menés dans les deux régions. Les résultats démontrent que le développement durable d’un secteur scientifique ne dépend ni des priorités, ni des orientations originales, mais plutôt du niveau de cohérence de ces politiques et de leur évolution continue vers un système de création de la valeur systémique complet.
ZUSAMMENFASSUNG
Ein wissenschaftsbasierter Sektor im Entstehen: die Bildung eines Biotechnologiesektors in zwei Regionen. Regional Studies. In diesem Beitrag analysieren wir zwei Fallstudien – Skåne-Blekinge in Schweden und die Südostregion von Irland –, um unterschiedliche Entwicklungspfade des Biotechnologiesektors zu untersuchen. Ziel ist eine Kodifizierung des Prozesses unter Identifizierung von Maßnahmen und Prioritäten für diese Pfade. Die Theorie der nationalen Innovationssysteme liefert den theoretischen Rahmen für eine Reihe von Interviews in den beiden Regionen. Die Ergebnisse beweisen, dass eine nachhaltige Entwicklung des wissenschaftsbasierten Sektors nicht von den ursprünglichen Prioritäten oder Richtungen abhängt, sondern vielmehr vom Maß der Einheitlichkeit dieser Politiken und ihrer kontinuierlichen Entwicklung zu einem vollständigen systemischen Wertschöpfungssystem.
RESUMEN
Un sector basado en la ciencia en ciernes: la formación del sector de biotecnología en dos regiones. Regional Studies. En este artículo analizamos dos estudios monográficos – Skåne-Blekinge en Suecia y la región sureste de Irlanda – para examinar las diferentes rutas de desarrollo actual en el sector de biotecnología. El objetivo es codificar el proceso así como identificar las acciones y prioridades hacia estas rutas. La teoría de los sistemas de innovación nacionales ofrece el marco teórico para una serie de entrevistas en las dos regiones. Los resultados demuestran que el desarrollo sostenible de un sector basado en la ciencia no depende de las prioridades o directrices originales, sino más bien del nivel de la coherencia de estas políticas y su continua evolución hacia un sistema completo y sistémico de generación de valores.

The dominant business models in biotechnology can be identified as: (1) small R&D-oriented firms (dedicated biotechnology firms – DBFs), which originate as university spin-offs or spin-outs from major firms and develop specialized research, licence intellectual property or provide R&D services; (2) large MNEs, conducting world-class research and commercialization functions under vertical or ‘virtual’ integrations (Fisken & Rutherford, Citation2002).
