ABSTRACT
Understanding city-regionalism in China: regional cooperation in the Yangtze River Delta. Regional Studies. China has witnessed the orchestration of city-regionalism and two different regional-scale mechanisms have influenced this integration and cooperation: the top-down state-mandated process and the bottom-up process initiated by local governments. However, this has not been a smooth process and it is shaped by the internal politics generated by China’s state configurations. Using the Yangtze River Delta as a case study, this paper argues that China’s territorial administrative divisions are a historical configuration that is essential to understand the efforts to construct city-regions as well as to understand the failure to create a new sub-national state space.

理解中国的城市区域主义:长三角的区域合作。Regional Studies. 近年来,中国出现了城市区域主义的政策尝试。此般整合与合作,主要由两种不同的区域尺度机制所驱动:一种是自上而下、由上级政府推动的区域规划;一种是自下而上、由地方政府自发探索的区域合作。然而由于受到了中国国家政治体制的制约,区域治理的发展并不顺利。本文以长三角地区为例,主张中国的领域行政区划及其背后的政府管理机制是历史的型构,并且为理解中国发展区域治理的重要因素,也是理解当前建立崭新的次国家空间区为何失败的关键。

Comprendre les régions urbaines de Chine: coopération régionale dans le delta du Yang-Tsé-Kiang. Regional Studies. La Chine a assisté à l’orchestration de régions urbaines, et deux mécanismes à l’échelle régionale ont influé sur cette intégration et cette coopération: processus descendant prescrit par l’État et processus ascendant initié par les administrations régionales. Toutefois, il ne s’est pas agi d’un processus harmonieux, et son évolution a été façonnée par la politique interne générée par des configurations d’états en Chine. En prenant l’exemple du delta du fleuve Yang-Tsé-Kiang comme étude de cas, la présente communication soutient que les divisions administratives territoriales de la Chine sont une configuration historique indispensable pour comprendre les efforts réalisés pour la construction de régions urbaines ainsi que l’incapacité de créer un nouvel espace d’état infranational.

Verständnis des Stadtregionalismus in China: regionale Zusammenarbeit im Yangtze-Delta. Regional Studies. China war Zeuge einer Orchestrierung von Stadtregionalismus, wobei zwei verschiedene Mechanismen auf regionaler Ebene diese Integration und Zusammenarbeit beeinflusst haben: der staatlich gelenkte Top-down-Prozess und der von den Kommunalregierungen eingeleitete Bottom-up-Prozess. Dieser Prozess verlief jedoch nicht reibungslos, sondern war von der internen Politik der staatlichen Konfigurationen Chinas geprägt. Anhand des Fallbeispiels des Yangtze-Deltas argumentieren wir in diesem Beitrag, dass es sich bei den territorialen Verwaltungsunterteilungen von China um eine historische Konfiguration handelt, die eine Grundvoraussetzung für das Verständnis der Bemühungen um die Konstruktion von Stadtregionen sowie der gescheiterten Entwicklung eines neuen subnationalen Staatsraums darstellt.

Entender el regionalismo metropolitano en China: cooperación regional en el delta del río Yangtzé. Regional Studies. China ha sido testigo de la orquestación del regionalismo metropolitano, una integración y cooperación en las que han influido dos mecanismos diferentes a escala regional: el proceso descendente impuesto por el Estado y el proceso ascendente iniciado por los Gobiernos locales. Sin embargo, este proceso no ha sido siempre fácil, sino que se caracteriza por las políticas internas generadas por las configuraciones estatales de China. A partir de un estudio monográfico de la región del delta del río Yangtzé, en este artículo argumentamos que las divisiones administrativas territoriales de China son una configuración histórica que es fundamental para entender los esfuerzos para construir regiones metropolitanas, así como el fracaso a la hora de crear un nuevo espacio estatal subnacional.
