An ‘All of Commonwealth’ Journey: From Marlborough House to Malakal

ABSTRACT

In this article, the author, who played an instrumental role in the post-apartheid development of South Africa, argues that there is a clear need for some ‘All of Commonwealth’ initiatives for the reconstruction of South Sudan. In particular, he advocates the creation of an Eminent Persons Group along the lines of its 1985 South African predecessor, and notes that the strategy suggested may lead to Canadian re-engagement with the Commonwealth.
