Notes

This article was written while the author was a Lise Meitner Fellow at the Institute for Eastern European History, University of Vienna. The author is grateful to Professor Andreas Kappeler for comments on the first draft, which was presented at the 8th Annual Convention of the Association for the Study of Nationality, Columbia University, Harriman Institute, New York, 3–5 April 2003.

According to statistical data cited during the parliamentary hearings on Russian–Ukrainian cooperation in the Russian Duma in 1999, almost 40% of families in the Belgorod region have relatives in Ukraine. Around 45,000 per year move from Ukraine to the Belgorod region, and about 20,000 leave the region for Ukraine. Around 30,000 people actually live in Ukraine but are registered in the Belgorod region in order not to lose their Russian pensions. “Parlamentskie slushania.
