Imposing dependence: South Africa's manipulation of regional railways

Abstract

This paper examines one aspect of economic interdependence within southern Africa: transport. The transport network is the major area of economic contact and conflict between South Africa and the states belonging to the Southern African Development Co‐ordination Conference (SADCC). The evolution and the nature of the varying levels of interdependence within the transport sector, in both space and time, are examined. Focus is concentrated upon the different regional policies adopted by Pretoria, together with their geopolitical objectives, and how they have influenced southern Africa's transport network. SADCC considers transport to be the key to economic liberation whilst South Africa remains determined to enhance its structural and economic control over the transport infrastructure of the region in order to achieve political objectives. Hence, transport has important strategic implications and is at present being used within southern Africa as a tactical economic weapon.

Le transport constitue un aspect important de l'interdépendance économique dans le sud de l'Afrique. Le réseau de transport constitue un des principaux points de contact économique et de conflit entre l'Afrique du Sud et les pays membres de la SADCC (Conférence de Coordination du Développement du Sud de l'Afrique). L'auteur examine la nature et l'évolution des différents niveaux d'interdépendance dans le secteur des transports. L'accent est mis sur les différentes politiques régionales auxquelles Prétoria à recours dans le cadre de ses objectifs géopolotiques et sur la façon dont s'en trouve marqué le réseau de transport de la région. Pour la SADCC, le transport est la clé de la libération économique, tandis que l'Afrique du Sud est bien déterminée à renforcer son contrôle structurel et économique sur les infrastructures de transport de cette zone, au service de ses objectifs politiques. C'est presque un cas d'école du rôle stratégique des transports utilisés comme une arme économique tactique.

Dieser Bericht untersucht einen Aspekt wirtschaftlicher Abhängigkeiten im südlichen Afrika: Verkehr. Das Verkehrsnetz hat die größte Bedeutung für wirtschaftlichen Austausch und für Konflikte swischen Südafrika und den Staaten, die zur Southern African Development Coordination Conference (SADCC) gehören. Die Entwicklung und die Art der verschiedenen Abhängigkeitsstufen innerhalb des Verkehrsbereichs werden sowohl nach zeitlichen wie räumlichen Gesichtspunkten untersucht. Das Hauptaugenmerk wird auf die unterschiedlichen Regionalpolitiken von Pretoria mit ihren geopolitischen Zielen und ihren Einflüssen auf der Verkehrsnetz im südlichen Afrika gerichtet. SADCC betrachtet den Verkehr als Schlüssel zur wirtschaftlichen Unabhängigkeit während Südafrika entschlossen bleibt, seine strukturelle und wirtschaftliche Kontrolle über die Verkehrsinfrastruktur der Region zu verbessern, um seine politischen Ziele zu erreichen. Der Verkehr hat also bedeutende strategische Auswirkungen und wird augenblicklich im südlichen Afrika als taktische ökonomische Waffe eingesetzt.

Este trabajo examina un aspecto de la interdependencia económica de Africa del Sur: el transporte. La red de transporte es el área más importante de conflicto y contacto económico entre Sud Africa y los estados pertenecientes a la Conferencia Coordinadora del Desarrollo del Africa del Sur (CCDAS). Se examinan la evolución y la naturaleza de los distintos niveles de interdependencia en el sector transporte, tanto en el espacio como en el tiempo. El analisis se concentra en las differentes políticas regionales adoptadas por Pretoria, junto con sus objetivos geopolítocos, y en cómo han influenciado éstas la red de transporte del área. CCDAS considera al transporte como un elemento clave para la liberatión económica, mientras que Sud Africa continua determinada a mejorar su control estructural y económico sobre la infrastructura de transporte de la región, a fin de satisfacer objetivos de tipo político. Así, el transporte tiene importantes implicancias estratégicas y es utilizado en la actualidad como un arma económica táctica por parte de Sud Africa.
