The background section includes the review of types, motives and problems of government regulation. The strategy section analyzes the implementation of reforms in economic, social, and administrative regulations. The lessons learned and suggested are: the search for a balanced and integrated regulatory system, the relationship between regulatory reform and public management, the debate about the role of government in the society, and the impact of technology development and global environment.
