Abstract
“Liberal” social-welfare policy is often and sometimes rightly blamed for accelerating a widely perceived decline in civic responsibility. But a more comprehensive reckoning shows that state interventions often are only maladroit, counterproductive responses to, not progenitors of, a deeper dislocation of civil society and the civic-republican ethos by powerful an anomic currents of private investment, mass-marketing, and consumption.
