A General Framework For Understanding 21st Century Public Sector Organizations

Pages 76-83 | Published online: 23 Feb 2011

Abstract

This article presents a general framework for understanding contemporary public sector organization by examining evolution of thinking in organizational theory tracing back to the late 19th century to the 21st century. The article discusses how public sector organizations across the world are questioning the suitability of the classical bureaucratic model to a more flexible, cross-sectoral, cross-national governance model. Greater emphasis is also placed on employee and citizen involvement in decision making by public sector organizations. Globalization, technological advances, demographic diversity, and complexity of issues to be addressed by government organizations demand new forms of organizational structures and design.
