Call for Papers by IJPA for a Special Issue on Public Values

International Journal of Public Administration (IJPA), published by Taylor & Francis (Routledge), is a triple blind-refereed, scholarly publication that presents a forum for academicians and practitioners in a diverse areas of public administration and public policy, governance, organization theory and behavior, public management, nonprofit administration, budgeting and finance, economic and social development, strategic studies, globalization, crisis and emergency management, and more.

IJPA is preparing a Special Issue Symposium on Public Values broadly defined that will be published in February 2020. Interested scholars are cordially invited to submit a fully completed manuscript by May 31, 2019. All manuscripts will go through rigorous triple blind-reviews. Authors will be notified of the acceptance or rejection of the submitted papers before August 31, 2019. Authors should expect revisions even if their papers are accepted conditionally. Manuscripts focused on the following topics are especially welcomed, and they can be theoretical, analytical, and empirical with sound scholarship.

  1. Public Values in Context: public values in ideal and in use; public values in different sectors or governmental departments; public values in different countries or cultures.

  2. Specific Public Value(s): a specific public value in terms of its meaning and use in practice; conceptual analyses using historical, linguistic, and disciplinary perspectives to understanding of a specific public value; how a value is perceived and prioritized by individuals or groups.

  3. Methodologies and Research Tools: tools and methodologies to measure public values; methods to collect and analyze data referring to public values study.

  4. Public Values and Public Administration. How do public values help distinguish schools of thought in public administration and generate movements? Is public values management a promising trend or paradigm of governance? How are public values related to different subjects in public administration, the policy making, public service, public participation, and so on?

  5. Ethics, Integrity and Corruption: public values and preventing improper behavior; codes of conduct or ethical guidelines; causes of corruption and other government integrity failures; experiences or strategies to predict, signal, and combat corruption in different countries and organizations.

The manuscripts should clearly present (but not limited to): (1) a descriptive title; (2) a brief and clear abstract; (3) a problem statement; (4) a sound conceptualization with theoretical grounding; (5) a purpose statement; (6) the significance of the paper; (7) methodology (sources of data, tools and methods of analysis, etc.); and (8) potential contributions to knowledge.

The completed papers should not exceed 30 pages (double spaced/7000 words), inclusive of all tables, figures, and charts. APA is the style with third person writing style required, and the Guidelines are provided on the IJPA site. All manuscripts should be submitted online, marked as SI-Public Value (or SI-PV).

This special issue is inspired by the Public Values Consortium 6th Biennial Workshop held at Nanjing University in June 2018. This special issue is also to honor Professor Torben Beck Jørgensen, one of the originators of the Public Values Consortium, for his the spirit and integrity.
