New Issues, New Perspectives: Implications for International Development Studies

ABSTRACT

This paper examines the introduction of “new” contextual issues and analytical concepts within International Development Studies (ids) that have shaped the current penchant for the “development and other” focus. Contextual issues (e.g., poverty, aid, health, education, hiv/aids, new information and communication technologies [icts], peacekeeping, and conflict resolution) and highly contested analytical concepts (e.g., gender, environment or sustainability, civil society, globalization, good governance, social capital, capacity building, participation, empowerment, and security) have been wedded to core development questions. This paper examines both how this “development and…” focus has shaped development studies and provided the foundations for a new and invigorated generation of development theories. It analyzes how the introduction of “new” contextual issues and analytical concepts has challenged, or failed to challenge, our conceptual understanding of development issues. It provides a chronology of how and when such issues and concepts are introduced, and how and why they are taken on and off the development policy agenda set by multilateral and bilateral agencies.

RÉSUMÉ

L'article examine l'introduction, dans les études du développement international, de « nouveaux » enjeux contextuels et concepts analytiques qui ont mené au penchant actuel pour l'approche « développement et…». On a en effet associé aux questions centrales du développement, des enjeux contextuels (p. ex. pauvreté, aide, santé, éducation, vih/sida, nouvelles technologies d'information et de communication [tic], maintien de la paix et résolution de conflits) et des concepts analytiques vivement contestés (p. ex. genre, environnement ou développement durable, société civile, globalisation, bonne gouvernance, capital social, renforcement des capacités, participation, empowerment et sécurité). L'article montre comment cette approche « développement et…» a façonné l'étude du développement international et jeté les bases propices à la formulation de nouvelles théories revigorantes. Il analyse comment l'introduction des « nouveaux » enjeux contextuels et concepts analytiques a remis en question, ou non, notre compréhension conceptuelle des questions de développement. Il présente aussi une chronologie qui décrit quand et comment ces enjeux etces concepts sont introduits; il examine enfin comment etpourquoi ils apparaissent puis disparaissent des politiques de développement que préconisent les organismes multilatéraux et bilatéraux.
