The Challenges of Economic Development Policy Governance in Developing Countries: The Case of Botswana

Abstract

The Botswana government has been seeking to actively engage in the management of the economy in partnership with organized interests in the private sector in order to bring about a diversification of the market away from dependence on mining. This discussion looks at the institutional mechanisms of economic diversification policy governance and examines how the weak legitimacy of the government's approach to state-market partnership has negatively affected not only the outcome of economic development policies but also its relations with organized interests in the market, mainly business and labour.

Résumé

Le gouvernement du Botswana s'efforce de participer activement à la gestion de l'économie en partenariat avec les groupes d'intérêt du secteur privé afin de susciter une diversification qui réduira la dépendance par rapport à l'exploitation minière. L'article expose les mécanismes institutionnels de gouvernance relatifs aux politiques de diversification économique. Il examine comment la fragile légitimité dont jouit l'approche des partenariats public-privé qu'adopte le gouvernement nuit aux résultats de ses politiques de développement économique, mais aussi à ses relations avec les groupes constitués au sein du marché, surtout les entreprises et les syndicats.
