Political Tensions in Zanzibar: Echoes from the Revolution?

Abstract

The current period of turmoil (nationalist and ethno racial tensions and violence) in Zanzibar is similar in many ways to the tumultuous period leading up to the 1964 revolution; however, there are important differences. This paper explores the roots and dynamics of Zanzibari nationalism, ethno-racial identities, and political conflict, examining how ethnicity, class, and regional identities altered during the thirty-year period between political openings—with relations with mainland Tanzania a key factor. Two constants are a regionalized division of interests between the islands of Pemba and Unguja and elite-dominated politics characterized by resistance to open political competition and democratic governance.

La période d'agitation actuelle au Zanzibar, caractérisée par des tensions et des violences ethno-raciales et nationalistes, ressemble sous bien des aspects à la période qui a précédé la révolution de 1964, avec toutefois d'importantes différences. Cet article explore les racines et les dynamiques du nationalisme zanzibarien, des identités ethno-raciales et des conflits politiques, en examinant comment les identités fondées sur l'ethnicité, la classe et la région se sont transformées durant la période de trente années entre les ouvertures politiques—les relations avec l'État tanzanien étant un élément clé. Deux constantes apparaissent, soit une division régionale d'intérêts entre les iles de Pemba et d'unguja, et les politiques dominées par les élites et caractérisées par une résistance à la compétition politique ouverte et à la gouvernance démocratique.
