2. On a personal note, Prof. Chow was the formal head of one of the U.S. Water Resources Delegation to China, perhaps the first self-initiated, unofficial scientific mission from the United States to China in 1974, early in his term as President of IWRA. J. Nickum, one of the co-authors of this piece, was a very junior member of that delegation, but the experience was formative in his professional career.
