Abstract
This study reports the results of developing and pilot testing assessment procedures for evaluating the level of program implementation of administrative and leadership roles in an innovative ECE program. Interview and survey instrument design procedures are described and the results of a test of the assessment procedure in five urban schools with school principals, ECE education program specialists and classroom teachers are presented. Implications for the assessment of administrative and leadership behavior as elements of total program implementation in ECE programs are discussed in view of recent findings from studies of effective schools and school productivity.
