Call for papers: 70th ICHRPI Conference - Vienna, 2018

Die österreichische Sektion der ICHRPI lädt gemeinsam mit dem Institut für Rechts- und Verfassungsgeschichte der Universität Wien zur 70. Konferenz der ICHRPI nach Wien ein. Anlass ist das 100-Jahr-Jubiläum der Staatsgründung von Deutschösterreich am 30. Oktober 1918.

Diese 70. Konferenz der ICHRPI wird vom 10. bis 13. September 2018 überwiegend in den Räumen der Rechtswissenschaftlichen Fakultät der Universität Wien, Schottenbastei 10-16, 1010 Wien, stattfinden. An einem der Konferenztage ist eine Exkursion nach Eisenstadt (Burgenland) und – in Kooperation mit der ungarischen Sektion – nach Sopron (Ödenburg) geplant.

Das Generalthema lautet:

• 1) Parlamentarismus und Staatsgründung

  Dieses Thema soll in zumindest zwei Richtungen näher betrachtet werden:

  • a) Parlament und Staatsgründung im Allgemeinen

    (insbesondere die Bedeutung von konkreten Parlamenten bei der – erfolgreichen oder bloß versuchten – Gründung neuer Staaten)

  • b) Glanz und Elend des parlamentarischen Konzepts 1918 (-1938)

    Hier kann die Rolle des Parlamentarismus im Rahmen der Staatsgründungsvorgänge um 1918 untersucht werden – welche Erwartungen waren mit der Parlamentarisierung verbunden und wie erwuchs daraus die Krise des Parlamentarismus in der Zwischenkriegszeit?

    Als weitere Themen sind vorgesehen:

• 2) Die Qualität von (parlamentarischer) Gesetzgebung

  Dabei geht es um Fragestellungen wie: Was macht die Qualität parlamentarischer Gesetzgebung aus? Wie kann man die Qualität von Gesetzen messen? Welche Maßnahmen zur Qualitätssicherung, welche Mechanismen zur Qualitätskontrolle begegnen in der Verfassungsgeschichte?

• 3) Parlamentarische Infrastruktur: Gebäude, Hilfsämter, Technik

  Anlass dafür ist die Renovierung des Parlamentsgebäudes in Wien und die Übersiedlung des Parlamentsbetriebs in ein Ausweichquartier.

Die Frist für die Einreichung der Vortragsvorschläge endet am 30. April 2018. Vortragsvorschläge sind als Word-Datei an [email protected] mit folgendem Inhalt zu senden: Name des Vortragenden, Institutszugehörigkeit, E-Mail-Adresse, Titel des Vortrages sowie eine kurze Zusammenfassung des Vortrages (höchstens 250 Wörter).

Dear colleagues!

The Austrian section of the ICHRPI invites together with the Institute for Legal and Constitutional History of the University of Vienna to the 70^th conference of the ICHRPI in Vienna. The occasion is the 100 year anniversary of the foundation of the state “Deutschösterreich” (“German Austria”) on 30^th of October 1918.

This 70^th conference of the ICHRPI will take place from 10^th to 13^th of September 2018 mainly in the premises of the Faculty of Law of the University of Vienna, Schottenbastei 10-16, 1010 Vienna. On one of the conference days an excursion is planned to Eisenstadt (Burgenland) and – in cooperation with the Hungarian section – to Sopron (Ödenburg).

The general theme is the following:

• 1) Parliamentarianism and state founding

  This theme should be closer considered at least from two angles:

  • a) Parliament and state foundation in general

    (particularly the importance of concrete parliaments during the – successful or merely attempted – foundation of new states)

  • b) Glory and misery of the parliamentary concept 1918 (-1938)

    Here the role of the parliamentarianism can be explored within the framework of the state founding processes around 1918 – what expectations were related to the parliamentarization and how did the crisis of parliamentarianism arise in the interwar period?

    Further themes of discussion:

• 2) The quality of (parliamentary) legislation

  This may include questions such as: What determines the quality of parliamentary legislation? How is it possible to measure the quality of laws? What kind of measures for quality assurance and mechanisms for quality control can be encountered throughout the constitutional history?

• 3) Parliamentary infrastructure: building, assistance offices, technology

  The reason for this is the renovation of the parliament building in Vienna and the transfer of the parliamentary operations to an alternative location.

The deadline for submission of proposals is 30^th of April 2018. Proposals should be sent to [email protected] as a Word attachment containing the speaker’s name, institutional affiliation, e-mail address, title of the paper, along with a brief description of the paper (not exceeding 250 words).

La section autrichienne d’« ICHRPI »/de la CIHAE en collaboration avec l’institut d’histoire du droit et d’histoire constitutionnelle de l’Université de Vienne vous invite à la 70^e conférence d’« ICHRPI »/de la CIHAE à Vienne, à l’occasion du 100^e anniversaire de la création de l’Etat « Deutschösterreich » (« l'Autriche allemande ») le 30 octobre 1918.

Cette 70^e conférence d’« ICHRPI »/de la CIHAE aura lieu du 10 au 13 septembre 2018 principalement dans les espaces de la faculté de droit de l’Université de Vienne, Schottenbastei 10-16, 1010 Vienne. Une excursion à Eisenstadt (au Burgenland) et à Sopron (Ödenburg) – en coopération avec la section hongroise – est prévue lors de l’une des journées de l’événement.

Le thème général est le suivant:

• 1) Parlementarisme et création d’Etat

  Ce thème doit être analysé au moins sous deux angles :

  • a) Parlementarisme et création d’Etat en général

    (en particulier l’importance des parlements concrets pour la création des nouveaux Etats – avec succès ou restant seulement une tentative)

  • b) Eclat et misère du concept parlementaire de 1918 (à 1938)

    Sur ce point, le rôle de parlementarisme peut être analysé dans le cadre des processus de création de l’Etat autour de 1918 – quelles attentes étaient liées au parlementarisme et comment évolua la crise du parlementarisme pendant l’entre-deux-guerres?

    D’autres thèmes au programme:

• 2) La qualité de la législation (parlementaire)

  Dans ce contexte, des questions telles que: Qu’est-ce qui constitue la qualité de la législation parlementaire? Comment mesurer la qualité des lois? Quelles mesures pour l’assurance qualitative, quels mécanismes pour le contrôle de la qualité rencontre-t-on dans l’histoire constitutionnelle?

• 3) Infrastructure parlementaire: bâtiment, offices d’aide, technique

  La raison en est la rénovation du bâtiment du parlement à Vienne et le déplacement des activités parlementaires vers un hébergement alternatif.

La date limite de soumission pour des propositions de communications est le 30 avril 2018. Les communications doivent être envoyées à [email protected] comme pièce jointe en format Word comprenant le nom du conférencier, son affiliation institutionnelle, l’adresse électronique, le titre de la communication, ainsi qu’une brève description de la communication (n'excédant pas 250 mots).
