Little leisure in the Big Society

Abstract

The Big Society is a government and governance project that brings into question the existing relationship between the state and the citizen in the UK. One aspect of that changing relationship is the way in which government is willing and able to govern the population’s discretionary or leisure time. The success of the Big Society is dependent on a reorientation of leisure time use towards civic or voluntary action. In this policy analysis, the Big Society concept is deconstructed to examine the importance of leisure as a key determinant in meeting policy objectives. Time-use evidence is reviewed to explore the difficult question of how much scope there is for a reorientation of time-use that will go some way to realising the ambitions of the Big Society. The invisibility of leisure as an operationalised policy concept is revealed as a factor that ultimately limits the success of the project. An argument for including leisure in the Big Society policy discourse and decision-making is presented.

A Big Society (Grande Sociedade) é um projeto de governo e de governança que coloca em questão a relação existente entre o Estado e o cidadão no Reino Unido. Um aspecto desta relação em mudança é a maneira pela qual o governo está disposto e é capaz de governar o tempo discricionário e de lazer da população. O sucesso da Big Society depende de uma reorientação da utilização do tempo de lazer para ações cívicas ou voluntárias. Na análise desta política, o conceito da Big Society é desconstruído para o exame da importância do lazer como um determinante chave para se alcançar os objetivos dessa política. Evidências de utilização do tempo são revisadas para explorar a difícil questão de quanto espaço existe para a reorientação da utilização do tempo que de alguma forma irá contribuir para as realizações das ambições da Big Society. A invisibilidade do lazer como um conceito de política operacional é revelada como um fator que, em última análise, limita o sucesso do projeto. 1. The search strategy centred on documentation that focused on the Big Society project as a central theme and also documents that tangentially referred to the Big Society themes of localism, decentralisation, civic action, charitable giving and voluntary action.

2. Defined as aged 16–64.

3. Including employed and unemployed population.

4. It could be argued that much informal volunteering such as provided adult care relates more to the life domain of work than leisure.

5. Data in Table present the proportions of people who volunteer on any given day (using the instrument of a day diary), not the proportion of people who volunteer over a month or year as in the Citizenship Survey. While not an ideal measure of participation, it is used here to add to Citizenship Survey evidence that demonstrates broad and consistent patterns of volunteering over time.

6. These data are calculated using day diaries. Not everyone who volunteers will do so on the day the diary is completed and so this can be considered an underestimate.

7. Small number of cases should be treated with caution.
