Mary Thorpe, Director of the Institute of Educational Technology at the Open University UK, examines from a critical perspective the adoption of Open and Distance Learning as a mainstream method of post‐secondary education and training. The author reviews developments in the U.K., Australia, U.S.A., Finland and the Baltic post‐communist countries, and asks how the introduction of market forces together with distance education methods into the university world should be assessed.
