Abstract
This paper looks at the present level of computing in Africa, the difficulties of effective diffusion of computers and transfer of information technology (IT), and how to overcome them. It is concluded that IT will not he a panacea for Africa's under-development, but that, with adequate planning and provision of the infrastructures that are required for computer diffusion, it could help in enhancing standards of living and economic growth. African countries should not introduce IT systems indiscriminately, but should plan the areas where they will result in benefits, without much damage to domestic culture and technology.
