Earlier versions of this paper benefited greatly from conversations with Joan Robinson and Amalia McIntyre, community-based health professionals who were involved in the UHRP as consultants, and Ada Jacox, former dean for research of the CON at the university. An earlier version of this paper, presented at the 2001 Association of Collegiate Schools of Planning annual conference, was co-authored by them.

Notes

1. This period was selected because, around 2002, several leaders of the UHRP left due to retirements and for personal reasons. Individual projects for which monies were raised continued, but the overall framework had largely ceased at that point, with few mechanisms to ensure that initial guidelines would continue into the future. Projects flipped into becoming ones more typical of the college's history. I withdrew from the programme in 2002 following signals that the community infrastructure/capacity elements most closely linked with planning would be de-emphasised in research proposals.
