DIE HAALBAARHEID VAN RISIKO KWANTIFISERING IN BELEIDSONTWIKKELING EN -TOEPASSING

Abstract

Policy development and implementation is a dynamic process. Via generic administrative functions and according to specific normative processes it must ascertain that the policy, which must include the policy goals, is acceptable and manageable. Identifiable but not easily quantifiable risks emerge from these concepts, norms and administrative functions. A dominant risk factor is the capabilities of senior civil servants responsible for policy advise to the minister and policy implementation. It is suggested that the analytical hierarchy process can be used to quantify risks in large systems.

Beleidsontwikkeling en -tocpassing is 'n dinamiese proses wat via die generies administratiewe funksies aan die hand van bepaalde normatiewe prosesse, moet toesien dat beleid wat die beleidsdoelwitte omvat, aanvaarbaar en hanteerbaar is. Voortspruitend uit die konsepte en norme, asook die administratiewe funksies, kom risiko's tot stand wat identifiseerbaar, maar nie maklik kwantifiseerbaar is nie. Die AHP gekoppel met strategiese beplanning, word voorgehou as 'n kwantitatiewe manier om die risiko's verbonde aan 'n groot stelsel, soos die geheelbeplanning van Suid-Afrika se kommersiële en nie-kommersiële landbou, te ondervang.
