IS TENURE SECURE IN COMMUNAL AREAS?: SOME EMPIRICAL EVIDENCE FROM KWAZULU-NATAL / IS GRONDBESIT IN KOMMUNALEGEBIEDE SEKER?: ENKELE EMPIRIESE BEWYSE UIT KWAZULU-NATAL

Abstract

This paper questions the view that tenure—defined by the breadth, duration and assurance of property rights to arable land—is secure in the communal areas of KwaZulu-Natal. It also questions the view that new technology induces a predictable shift in tenure institutions, resulting in more exclusive property rights to land. Data collected in the Upper Tugela region and irrigation scheme at Tugela Ferry suggests that households do not have secure tenure and that technical change had not induced a shift toward more exclusive land rights. Consequently, emerging farmers have Iittle incentive to farm in communal areas.

Hierdie referaat bevraagteken die siening dat grondbesit—gedefinieer deur die breedte, duur en versekering van besitreg op beboubare grond—seker is in die kommunalegebiede van KwaZulu-Natal. Dit bevraagteken ook die siening dat nuwe tegnologie 'n voorspelbare verskuiwing in besitsinstellings aanspoor wat lei tot eksklusiewer besitreg op ground. Data ingesmel in die Bo-Tugelastreek en besproeiingskema by Tugela Ferry suggereer dat huishoudings nie seker besitreg het nie en dat tegnologiese verandering nie 'n verskuiwing na eksklusiewer grondbesit aangespoor het nie. Gevolglik het opkomende boere min aansporing om in kommunalegebiede te boer.
