STABILIZATION OF THE PRIMARY LIVESTOCK INDUSTRY / STABILISASIE VAN DIE PRIMÊRE VEEBEDRYF

Abstract

Recent events call for new thoughts on a stabilisation policy for agricultural commodities. In this viewpoint the necessity of the availability of a stabilisation measure for the primary livestock industry is motivated and a specific objective for stabilisation suggested. In contrast with existing schemes, a stabilisation measure is needed which will enable stock farmers to proactively make provision for economic and natural disasters. It is proposed that a savings scheme which is in accordance with similar schemes internationally, could in future serve as a stabilisation measure for the primary livestock industry. Government should formalise the three potential lines of defence against price uncertainty in a long term strategy.

Onlangse gebeurtenisse noodsaak 'n nuwe benadering tot 'n stabilisasiebeleid vir landboukommoditeite. In hierdie standpunt word die noodsaaklikheid van die beskikbaarheid van 'n stabilisasiemaatreël vir die primêre veebedryf gemotiveer, asook 'n spesifieke doelstelling vir stabilisasie voorgestel. 'n Stabilisasiemaatreël is nodig, wat in teenstelling met die huidige skemas, veeboere in staat stel om proaktief voorsiening vir ekonomiese en natuurlike rampe te maak. Daar word voorgestel dat 'n spaarskema, wat in ooreenstemming is met soortgelyke internasionale skemas, in die toekoms as 'n stabilisasiemaatreël vir die primêre veebedryf kan dien. Die staat behoort die drie potensiële linies van verdediging teen prysonsekerheid in 'n langtermynstrategie te formaliseer.
