Notes

1. Special Post Teacher Plan is a nation-wide teacher education policy that aims to prepare and retain high-quality teacher workforce in hard-to-staff K-12 schools in the hinterland of China. Special post teachers will receive guaranteed salaries and social welfare from local government.

2. The rural birth rate in China has been decreasing all these years. In this scenario, some small- and mediumsized schools were shut down due to small enrollment. Other schools were amalgamated to attract students living in the near-by villages.

3. Floating children in China are mostly from rural migrant workers’ family backgrounds. According to the current Chinese household registration system, these floating children do not have the registered permanent residence in cities where they live with their parent. Hence, they do not enjoy equal rights in education, medical care, and working opportunities compared with their permanent residents.
