Ratio Goals In Manpower Planning Models

Abstract

In many hierarchical organizations, the goal of maintaining the “pyramid structuse” is of importance in many manpower planning exercises. Such goals are generally linear fractional functions (i.e., ratios). In this paper we show how such ratio goals lean be incorporated into a goal programming framework, by utilizing a multiple objective linear fractional programming method.

Dans plusieurs organizations hiérarchiques, le but de la maintenance de la “structure de pyramide” est d’importance dans plusieurs exercices de planifiction du travail manUel. De tels buts sout généralement des fonctions fractionnelles lineàires, (c.a.d., rapports). Dans cet article nous montrons comment de tels buts de rapport peuvent àtre incorporés dans un cadre de “goal programming,” en utilisant une méthode de programmation fractionnelle lineàire de but.

JONATHAN KORNBLUTH teaches Operations Research at the Jerusalem School of Business Administration, Hebrew University, Jerusalem, Israel. He has his PH D in OR from Imperial College of Science and Technology, London and has been a visiting professor at the Decision Sciences Department of the Wharton School, University of Pennsylvania. His research interests centre around the applications of multiple objective programming techniques, particularly in areas of fractional programming, finance, accounting, and long-range planning.
