Design criteria and minimum bias estimation

Abstract

Minimum bias estimation is reviewed and the design problem discussed. Criteria based on seeking a maximum are developed and introduced for selecting values of the controllable variable. Some empirical results are given using the criteria for certain arbitrary parameter spaces. These observations lead to various insights about the general problem of estimation and design.
