Regulating the road of good intentions: Observations on the relationship between policy, regulations and practice in social work

Abstract

Regulation of social work practice is increasing but so too is evidence that directions, guidance and procedures are inconsistently applied. This article identifies some of the reasons behind the growing attempt to regulate for quality. It explores why regulations and policy guidance might be insufficient to ensure lawful practice or to promote high standards of care, and concludes with arguments for a greater dialogue between policy makers, managers and practitioners about how best to approach the critical decisions that social workers have to take.
