Research on the development efficiency of educational science and technology in China: an approach from three-stage DEA Malmquist model

ABSTRACT

Under the background of the rapid development of innovation economy promoted by education science and technology, this paper uses the DEA Malmquist index model to build an evaluation index system based on the research object of the Education Science and technology industry of 31 provinces in China from 2010 to 2019. It makes a static analysis of its input–output efficiency from the aspects of comprehensive efficiency, pure technical efficiency and scale efficiency. Also, the Malmquist index method is used to analyse the changes of comprehensive efficiency, technical efficiency and technological progress. It is found that the development of the educational science and technology industry in different regions of China has its own characteristics. The efficiency of educational science and technology in some regions is good, but the growth rate slows down, and some efficiency lags behind, so there is a lot of space for improvement. On the whole, technological progress is an important factor affecting the change in total input–output efficiency. It is suggested that regional cooperation should be strengthened to optimise the allocation of educational science and technology resources. It should accelerate the deployment of next-generation technology to promote overall high-quality development.

Guanglan Zhou is an associate professor in Management Science & e-Business School Zhejiang Gongshang University, China, Mr Guanglan ZHOU holds a PhD degree, a technical broker qualification from Zhejiang Province, an entrepreneurship mentor certificate from Zhejiang Province. He serves as a researcher for the Management science Institute and Modern Business Research Center at Zhejiang Gongshang University. Also, he is the director of the Zhejiang International Centre of e-Business and Modern Logistics and a coordinator of e-business technology innovation team of Zhejiang province and the electronic commerce and logistics information technology laboratory. Meanwhile, he is a partner of Hangzhou Yunpeng InfoTech Ltd. He chairs a couple of projects funded by the Ministry of Education, China and the Zhejiang Department of Education. His research interests include project management, e-Business and service supply chain management. He has published over 20 publications in academic journals and conference proceedings which are indexed by SCI/SSCI/EI/CSSCI databases and has been awarded a number of certificates.

Fangping Zhang

Fangping Zhang received bachelor’s degree in management from Xinxiang University. She is currently pursuing master’s degree in logistics engineering and management at Zhejiang Gongshang University. Her research interests include smart logistics, e-commerce logistics efficiency evaluation, and so on. Her current research interest is innovation efficiency evaluation.

Yulian Fei

Yulian Fei is an associate professor in the School of Management Engineering, Zhejiang Gongshang University, Hangzhou, China. She received her PhD from Zhejiang Gongshang University. Her current research interest includes decision support, business intelligence, data mining, and electronic commerce.
