1 The DCMS changed its name in July 2017 to the Department for Digital, Culture, Media and Sport. However, given the report was written previous to this change, DCMS has continued to be employed.

2 Note that although the DMCS is a UK government department, culture is a devolved matter in Scotland, Wales, and Northern Ireland.

4 A non-departmental public body is justified on the grounds that it performs one or more of the following “tests”: Does it perform a technical function? Do its activities require political impartiality? Does it need to act independently to establish facts? (National Audit Office, Citation2016, p. 5).
