Children first, offenders second: youth justice in a devolved Wales

Mark Drakeford explores a social policy approach to youth justice

Pages 8-9 | Published online: 09 Dec 2009

Abstract

The policies and practices of the youth justice system in a devolved Wales are of interest for two main reasons. On the one hand, they represent one of the majorfault-lines in the current constitutional settlement between Wales and England. On the other, they offer an opportunity to assess the extent to which a distinctive approach can be developed in Wales, within the constraints of present arrangements.
